What documents are required for export?

November 3, 2026 · Caucasus Customs and Logistics

In imports the documentary requirements come only from parties inside Azerbaijan — customs and the sector regulators. In exports the package is built from four parties' requirements, one of them beyond your control.

Who makes up the document package?

The import side is covered in a separate article. In exports the requirements have four sources:

  • the buyer — contract, invoice, packing list
  • Azerbaijani customs — the declaration and its annexes
  • the exporter's bank — currency control documents
  • the authorities of the buyer's country — certificates, labelling, packaging

The core documents in every export

Preparation of import and export documents rests on a stable core: the commercial part is the same as in imports — contract, invoice, packing list, proof of origin. Specific to exports is this:

  • the customs cargo declaration, in certain cases a summary export declaration
  • the bank's currency control documents
  • where provided for, the opinion or permit of the relevant authority

Without a tax number and customs registration none of these can be filed.

Certificate of origin: the most commonly misunderstood document

In imports this certificate is presented to customs; in exports you obtain it yourself.

  • it is issued by the State Agency for Antimonopoly and Consumer Market Control; the origin examination is done by its expert examination centre
  • the form depends on the agreement with the destination country: CT-1 for the CIS, with separate regimes for Türkiye, Pakistan, the UAE and GUAM
  • the form itself is not a tariff preference: the agreement sets it, so confirm the form with the authority

Agricultural goods

For plant products the export phytosanitary certificate is issued by the Food Safety Agency: it is prepared in the Agency's information system and issued in electronic and paper form, the fee set by the tariff. Which goods need it — see certificates and permits.

The bank, permits and the buyer's country

  • the form of payment — advance, letter of credit or bank guarantee — changes the package
  • export proceeds reach the authorised bank under the currency regulations; the bank confirms the conditions, and consignment exports are separate
  • dual-use goods need a special permit; the competent authority depends on the goods category

The buyer's country has the last word: breach the importer's packaging and labelling conditions and the cargo is refused.

Tell us the goods and the destination country: we will check the form and permit required, assemble the package and prepare the declaration. A draft contract and a technical description suffice.
